I guess one can find an excuse for both Mufti Hassoun and Sheikh Buti. They may have a sword on their neck and also may have decided to spare their respective cities a brutal punishment (Aleppo and Damscus). It is a terrible situation. There is no guarantee for Assad that their position cannot change.

Whether this is due to Mufti Hassoun (Aleppo) and Sheikh Buti (Damascus) standing by the regime or due to the cities being saturated with Mukhabarat (Intelligence agents) and regime thugs (Shabeeha) I don't know. If Assad is overthrown without the 2 major cities joining the revolution the 2 scholars should be ok as they would be shielded by their followers. If the 2 cities do rise up then the scholars may have to change their position or else they would risk being abandoned by their followers thus losing their support base.
