In 1902, Imam Ahmed Raza Khan (d. 1921), may Allah have mercy on him, published the fatwa of kufr (unbelief) in Al-Mo’tamad Al-Mustanad [The Reliable Proofs] against the Indian ‘Ulamathat had been heavily influenced by the deviant Wahhabi movement in Arabia. These ‘Ulama primarily belonged to Darul Uloom Deoband (established in 1867) and are commonly known as Deobandis.
The said fatwa was a powerful defense of Islamic orthodoxy against some of the heretical and malicious statements propounded by the scholars of Deoband. It was originally Imam Ahmed Raza’s marginal notes on al-Mu’taqad al-Muntaqad [The Dependable Work]written by the famous Indian Hanafi and Maturidi Shaykh, Allama Fazl-i Rasul Badayuni (d. 1871), may Allah have mercy on him. The Badayuni family had been known for its intellectual brilliance for generations. Allama Fazl-i Rasul Badayuni had debated with the chief Najdi of India and their patron, Ismail Dihlawi (d. 1831). He was amongst the earliest Indian ‘Ulama to refute the Wahhabiyya.
Imam Ahmed Raza recorded some of his contemporaries errant statements verbatim in a summation of Al-Mo’tamad Al-Mustanad, which he then personally took to Mecca and Medina during his second Hajj in 1905. He beseeched the esteemed fuqaha in the two holy cities to verify whether the verdict of apostasy was correct or mistaken, not surprisingly, thirty-three ‘Ulama of the Haramayn enthusiastically certified the fatwa against Muhammad Qasim Nanotwi (d.1879), Rashid Ahmad Gangohi (d.1905), Khalil Ahmad Saharanpuri (d.1927), Ashraf Ali Thanwi (d.1943), and Mirza Ghulam Qadiani (d. 1908), the founder of the Ahmadiyya community who professed to be the promised Messiah and Mahdi. Their verdicts, testimonials, and comments were compiled into one famous book, Husam al-Haramayn[The Sword of the Two Sanctuaries]. The fatwa of kufr, Al-Mo’tamad Al-Mustanad, is also part of this compilation.
In 1926, Mawlana Hashmat ‘Ali Khan (d. 1960), may Allah have mercy on him, further adduced the names of 268 ‘Ulama from the Subcontinent verifying the fatwa of kufr in al-Sawarim al-Hindiyya [The Throng of India]. Thus, altogether Husam al-Haramayn has been ratified by three-hundred and one ‘Ulama from the Arab world and the Subcontinent. This was in all probability one of the most authoritative and comprehensive attempts by scholars to defend Islam from the people of falsehood.

Khalil Ahmed Ambethwi and Al Muhannad 'Ala Al Mufannad
Imam Ahmed Raza Khan R.A. mentions his personal account of his journey to the Haramayn and his activities there at the beginning of volume two of his utterances, The Malfuzat Shareef, translated by Shaykh ‘Abd al-Hādi al-Qādiri regarding when the Deobandi Khalil Ahmed Ambethwi Saharanpuri came to Makkah to try and get the fatwas of Kufr against the four Deobandi Ulama overturned:
Their last straw was to convince the military chief, Ahmed Raatib Pasha, who was the Governor of Makkah. Though the Governor was not an Aalim but he was a very pious person. One deceitful Wahabi, who held a title of Na’ibul Haram, paved his way to the Governor. He thought that the Shareef was an Aalim and hence convinced by the arguments of the Kitaab but since the Governor was military man and a non-Aalim, there was a better chance to convince him. The Governor performed Tawaaf daily after Asr. The Wahabies made their third move. One day, as the Governor completed his Tawaaf, this Wahabi Na’ibul Haram said to him, “A Hindi Aalim has corrupted the Imaan of many people in Hindustan. He has now come to Makkah to corrupt the people here.” To add fuel to the fire, he went on further to say, “The illustrious Ulama of Makkah like, Sheikh-ul-Ulama Sayyid Mohammed Saeed Ba'baseel , Sheikh Swaleh Kamaal , Sheikh Abu al-Khair Mirdaad and others are fully supporting him”.
Gloried be Allah ! This supporting statement of Na’ibul Haram knocked the last nail on his coffin. When the Governor heard the name of the noble Makki Ulama, he gave a hard slap on the neck of Na’ibul Haram and said,
ياخبيث ابن الخبيث ياكلب ابن الكلب اذكان هؤلاء معه فهو يفسد ام يصلح؟
O cursed, the son of the cursed, O dog, son of the dog! If such luminaries are with him, would he cause corruption or reform the Deen?
It was from this day that Sheikh Sayyid Isma’eel Effendi and others changed his name from Na’ibul Haram (Deputy of the Haram) to Na’hibul-Haram (Thief of the Haram). They also changed the name of Ahmed Fagiha to Ah’maq Safiha (shameless idiot) and another Wahabi to مخصوم (Magh’soom, meaning discounted or decreased in status).
The court of the Shareef was very respectful and hence the Wahabi received embarrassment accordingly. Likewise, the Governor was a military man and therefore, they received appropriate punishment (slap). I had already sent my previous Kitaab, Husaamul-Haramain, which was received by the Makki Ulama with great respect and honour. They recorded praiseworthy comments on the book. On my first trip, this Kitaab was sent to Moulana Sheikh Swaleh Kamaal for comments. He informed the Shareef of the Kitaab and promised to read it out to him. The Sheikh also informed the Shareef of the corrupt beliefs of Khaleel Ahmed Ambetwi written in book Baraheen-e-Qaatiya. Ambetwi Sahib came to know of this. He went to meet Sheikh Swaleh Kamaal and presented lots of gold sovereigns as a gift to him (bribery). He said to the Sheikh, “Why are you upset with me?” The Sheikh inquired, “Are you Khaleel Ahmed?” He replied, “Yes”. The Sheikh then said to him, “You ought to be ashamed of yourself. You had written disgraceful things in your Kitaab, Baraheen-e-Qaa’tiya. I have already issued a decree of heresy on you”. This is so because Moulana Ghulaam Dastageer Qosoori had already written Taqdees-al-Wakeel-un-Toheen al-Rasheed wa al-Khaleel:
تقديس الوكيل عن توهين الرشيد والخليل and taken comments of acknowledgement from the Ulama of Makkah. Moulana Sheikh Swaleh Kamaal also recorded his acknowledgement in this book. Ambetwi Sahib then said to the Sheikh, “Hadrat Sheikh! These are all false accusations attributed to me. Such statements are not found in my Kitaab.” The Sheikh replied, “Your Kitaab has been printed and distributed, and I have a copy with me.” Ambetwi said, “Sheikh! Is there no pardon for anyone who makes Touba from Kufr?” The Sheikh replied certainly, and he wanted to get a translator and make Ambetwi Sahib personally jot down his mistakes and Touba, but Ambetwi ran away the very same night to Jeddah.
Sheikh Swaleh wrote a letter to Sheikh Isma’eel Effendi informing him of exactly what had happened. Sheikh Isma’eel Effendi sent me a letter together with Sheikh Swaleh’s letter. I still have this letter with me, (Below, a copy of this letter along with its translation will be presented).
After this episode, Sheikh Swaleh came to me and told me what had happened. He said that he heard Ambetwi run away at night to Jeddah. I said, “Moulana! You chased him away”. He said, “How did I chase him away?” I said, “When he asked if the Touba of a Kaafir is accepted and you said ‘yes’! This is what chased him away. You should have said to him that no Touba is accepted for insulting Sayyiduna Rasoolullah .” The Sheikh said, “Wallah! I should have told him that but I slipped up.” I said, “Then you chased him away.”

حضر عندنا قبل تاريخه رجل من اهل الهنديقال له خليل احمد مع بعض علماء الهند المجاورين بمكة يستعطف خاطر عليه لانه قد بلغه اني شديد الغيظ عليه و انا لا اعرفه شخصا فقال يا سيدي! بلغني انكم واجدون على و ذالك بسبب اني ذكرت ما وقع منه في البراهين القاطعه لدى حضرة الامير حفظه الله ، فقلت له لعلك خليل احمد الانبيتهي؟ فقال نعم ، فقلت له يحك كيف تقول في البراهين القاطعه تلك المقالات الشنيه وتجوز الكذب على الله جل جلاله كيف لا اغتاظ عليك و لقد كتبت عليها بانك رجل زنديق و كيف تعتذروا و تنكروا هي قد طبعت و شاعت عند فقال يا سيدي! هي لي و لاكن ليس فيه تجويز الكذب على الله ولن كان فيها فانا تائب و راجع عما فيها مما يخالف اهل السنة والجماعة فقلت له ان الله يحب التائبين و البراهين موجوده و سأخرج لك منها هذا الذى انكرته و تجاسرته به على الله جل شانه فصار ينتصل يعتذر و يقول ان كان فهو مكذوب على و انا رجل مسلم موحّدمن اهل السنة و الجماعة ما قلت فيها هذا و لا غيره مما يخالف مذهب اهل السنة والجماعة فتعجت منه كيف ينكر ما هو مطبوع في رسالته البراهين القاطعة المطبوعة بلسان الهند و ظهر لي انه انما قال ذالك تقية كانهم مثل الرافضه يرون التقية واجبة و اردت ان احضرها من يفهم ذالك اللسان لا فرده و ما فيها و استبتيه لاكنه في ثاني يوم من مجيبئه عندنا هرب الى جدة و لا حول ولا قوّة الا بالله اجينا اعلامكم بذالك ردمتم *

Most respected and honourable Hadrat Sayyid Isma’eel Effendi, librarian of the Holy Haram,
A person came yesterday to me from India. He is called Khaleel Ahmed. He was accompanied by some Ulama, who were the caretakers of the Holy Haram. He tried to befriend me with sweet talks because he heard that I am very annoyed with him. He said, "Oh my master! I have been informed that you are very upset with me.” He came to me because he was aware that I had already informed the Honourable Ameer (Shareef of Makkah may Allah protect him) about his corrupt statements noted in his book “Baraheen-e-Qaa’tiya.” I asked him if he was Khaleel Ahmed? He replied, “Yes, I am”. I said to him, “I am ashamed at you for all the filth you have written in your book ‘Baraheen-e-Qaa’tiya’. You have legalized lies to be attributed to Almighty Allah and you want to know why I am upset with you! I have indeed issued a Fatwa of heresy on you for your un-Islamic statements. You are making excuses to me when you published your book ‘Baraheen-e-Qaa’tiya’. He then said to me, “Oh master! That is certainly my book but it does not contain and statement of Imkaan-e-Kizb (attributing the possibility of lies to Allah ). But if this is found in the book then I make Touba for it and also withdraw all statements found therein that are contrary to the beliefs of the Ahle Sunnat wal Jama'at. I then said to him, 'Verily Allah loves those who make Touba. I have a copy of your ‘Baraheen’ and I intend to present it to you. I want you to see the insults you made to the Divine status of Almighty Allah that you deny. He began making excuses and said, ‘If such things are found in ‘Baraheen-e-Qaa’tiya’ then they are not my words. I am a Sunni Muslim and have not written anything against the Madhab of Ahle-Sunnat wa Jama’at.’ I was surprised at his denial because it was all found in his book. His book (Baraheen-e-Qaa’tiya) is in the Urdu language and printed in Hindustan. I was convinced that he was making Taqiy’ya (Hypocrisy/fraud) similar to the Shia’ who regards it as Waajib. I intended to present to him ‘Baraheen-e-Qaa’tiya’ and call a translator so that I may get an acknowledgement from him of the statements of his book and ask him to make Touba. He promised to come the next day but instead fled to Jeddah.

However, the Deobandis rejected the idea of a face to face debate and Mufti Afzal Hoosein Elias said it should be a written debate. So Ml. What happens when a Muslim denies the fundamentals of faith, and instead of repenting he professes to be a Sunni belonging to the Saved Group? Why is a controversy that took place in British India more than a century ago relevant today?
The author, Maryam Qadri, is a disciple of Hazrat Allama Peerzada Mawlana Chaman Qadri (may Allah grant him a long life and sanctify his lofty secret). She embraced Islam in 2004 at the hands of her Murshid al-Kamil.
